Make Renovate smarter about dependencies for Automerge support

Currently renovate bundles too many JS deps together with too varying confidence levels for it to be easy to merge via automerge or manually.

So lets research updating the config to make life saner plus open the path to automerge low impact minor updates that survive CI.
