Potential deprecations/removals

Simple is better!

- `ScoutData.add_shape_data`
- `Geography.filter_boundaries_near_scout_area`
- `district_boundaries.py`
- `history_summary.py`

Use case seems unclear for these - and I wrote some of them! Need to clarify & rewrite modules if to keep.

@ox-baloo thoughts?
