Create NuGet Package For All Platforms

Right now we create a NuGet package solely for Windows artifacts, but it would be nice to be able to include macOS, Linux, and Windows binaries in one package so we could simplify the installation process for end-developers.

This package should also include scripts to copy items out of the NuGet package into the working directory to let people easily create the required folder structure on disk.
