How Admin Bar work?

I install and active Admin Bar plugin but I don't see it anywhere, I don't see its menu. I also tried installing the example plugin and I don't see the menu either, I don't understand how to call the plugin menu for admin and user

After the installation, you can just include @include('admin-bar::index') to your layout page and that should load the admin bar plugin.
