Add translation i18n

We would like to use kutt for french users
This could be done by adding i18n with French and English languages.

I can implement the i18n system using next-i18next. Once merged, translators can add language files. Are the maintainers open to this approach?

#846 seems like it will be merged soon, so I'll post a short guide on how to add translations here then. I'll also probably make a PR adding Norwegian as an example!
