feat(contract): dispute & arbitration flow

Problem

If a buyer claims non-delivery and the seller disagrees, there is no neutral path.

Proposed solution

Add a Disputed state and an arbiter who can split or award escrow.

Acceptance criteria

• open_dispute / resolve_dispute
• Tests for each resolution outcome
