Latest version of foreman-maintain 3.16 only supports 3.11

Successfully updated rubygem-foreman_maintain.
Re-run foreman-maintain with required options!`

`[root@dev-sat rexuser]# foreman-maintain update run

Nothing to update, can't find new version of rubygem-foreman_maintain.

This version of foreman-maintain only supports 3.11,
but the installed version of Katello is 3.16.

Therefore the update command is not available right now.

Please install a version of foreman-maintain that supports 3.16
or perform an upgrade to 3.11 using the upgrade command.`

There is nothing i can do about this. it auto updates. Tehre doesn't appear to be an option for not updating rubygem-foreman_maintain, but allowing the rest of the system to update.
