**Goal: improve the data quality** We want to make it easier for a supplier to provide the data we need to tell if a supplier has met our criteria for counting as green, to the extent that we need. Scope of this milestone: - new multi-step wizard for a submission for a given provider - email-based account verification for new accounts *before* any submissions are sent - automatic creation of `HostingProvider` and related underlying Django objects when the submission is verified and accepted - landing page showing active submissions for an authenticated user - new Django admin section for managing submissions by staff Out of scope: - managing of Django objects by the user once they are created; we link to the Django admin panel for now
