fix(leadfoot): improve timeouts test for IE

- At least IE 11 running locally (vs on BS) will pass the first part of
  the usesWebDriverTimeouts test, but will fail the second part because
  it doesn't support GET for timeouts. Update the test to handle this
  case.
- Remove an unnecessary Chrome check around touch support
