Why do we need @plugin "flowbite/plugin" ?

I can't run project on rails 7.2.2. Because of "flowbite/plugin".

❯ bin/rails tailwindcss:watch

does not return any error.

So first question is, why do we need this plugin.
Second question is, if I will load css directly on my PC, how I can import it into tailwind.css?
