Allow completed assessment to be cloned? #299
Description
When conducting a new assessment it may be useful to allow someone to clone their previous completed assessment and then update the results. See also #298
Avoids someone having a completely blank slate to work from, although I can see benefits in doing a full reappraisal, especially if there has been any changes/tweaks to the assessment criteria in between.
