File upload link doesn't bring up file explorer (Linux/Chromium)

When I click on the link to upload a file, I should see a file browser but I don't:

I'm running Chromium on Linux: Version 104.0.5112.79 (Official Build) built on Debian 11.4, running on Debian 11.5 (64-bit)

I've occasionally hit this issue on MacOS as well (Chrome).
