[BUG] Connection to TB stuck

If gateway starts and connection to the TB instance is not possible for some time, the gateway stops trying to connect to TB.
The GW never tries to reconnect again ...

Versions (please complete the following information):

• OS: Docker Swarm on SLES 15
• Thingsboard IoT Gateway version 3.8.2
