ACU needs to have a functioning step-tracker:
LEO - use a hybrid method of angular velocity estimation + known ephemeris to estimate next az/el.
MEO - fast angular velocity estimation
HEO - transition between above options
This requires #177 to be complete because we need ootk implemented for both the testing and the tracker.
