Cleanup old HWMv1 board extension

• remove all obsolete and deprecated Kconfig and CMake entry points beginning from top-level project folder
• skipt our special revert commit on Zephyr upstream custodian branch: "[tcs noup] cmake: modules: boards: restore HWMv1 extensions handling"
• validate / execute all test suites – integration tests and samples
• review and renew test specification snippets.usb-console vs. snippets.usb-console.forein in tests/snippets/usb-console/build_all against possible BBE board features for Twister, e.g. usb_device AND usb_cdc OR usbd AND usb_cdc
• review and renew list of excluded boards with system build feature in quarantine.yaml
• extend release notes
