[Feature]: Evaluate if GATEDBUILD support can be removed #418

What does the feature solve?
This functionality has been replaced by edk2_pr_eval and should be removed as long as active consumers are not using it.
Describe the solution
remove all references to gatedbuild and the uefi build api to support it.
