[Code] Perform Redfish protocol checks before dispatch feature drivers

This is similar to DxeMain, which will check EFI architect protocol before dispatch EFI driver. Add this check to RedfishFeatureDriverStartup() and trigger assert when required Redfish protocol is not installed.
