Open API changelog
Add three fields to the [Modify a Dedicated Tier cluster](https://docs.pingcap.com/tidbcloud/api/v1beta#tag/Cluster/operation/UpdateCluster) endpoint. These fields support scaling up node sizes, but not scaling down.
