`quarter()` with `type = "year_start/end"` shows two years even if fiscal year starts at 1

I might be missing something in how financial quarter reporting is standardised, but take the following example:

library(lubridate)
quarter(ymd("2025-08-27"), fiscal_start = 1, type = "year_start/end")
#> [1] "2024/25 Q3"

My understanding is that it should instead return the string "2025 Q3", given that the fiscal year starts 2025-01-01 and finishes 2025-12-31.

For reference, this is what zoo does:

zoo::as.yearqtr(lubridate::date("2025-08-27"))
#> [1] "2025 Q3"

It's of class "yearqtr", not "character", but the string that is printed to the console makes more sense to me.
