Require dplyr 1.1.0 when it is on CRAN

Remove the$has_dplyr_1_1 and all related hacks that were done in #1430 once we can require dplyr (>= 1.1.0)

Then revisit #1397 (comment) since reframe() will be available

For TDD - Focus on removing the$has_dplyr_1_1 and simplifying the if statements that use it. Everything you should be looking at was introduced in #1430

Make sure to update the dplyr requirement in DESCRIPTION to dplyr (>= 1.1.0) since we will unconditionally require reframe()
