OPL3 muting is broken

To reproduce:

1. Load any OPl3 song (tested on Crystal Oscillator)
2. Mute all channels but one
3. Jump between orders
4. Many glitches will sound on a muted channels

Order 0E, all channels muted. Why is there sound?
