increase max length on ticket descriptions

the main usecase for helpdesk tickets is to get new pubkeys.....but the max length on the description field is too low to actually fit them.

make it 5k characters.

I'm more than happy to set this up, but it appears the form already validates the description at 5000 characters max. Is this still a valid issue?

Is it 5000 on:

• the front end form's HTML field?
• the database field?
• the django form?

if so, then this is already done and sorry for the waste of time!
