Currently we only support a "hardcoded" target list for rebalancing.
We want to allow a "wildcard" rebalance target, where it basically says: "rebalance all tokens the rebalancer supports into this target list".
This will allow for something like protocol guild to rebalance all supported tokens into a single token or into a list of targets.
