Select specific tasks or runs to execute for a specific submission

This should work similarly to diff selection; only that the user is allowed to select which tasks and runs it wants to execute instead of the tree programming it.

This way, the user is allowed to run arbitrary work related to the source tree.

It should require the 'submit' capability.

#8 would be enabled by this feature, as well.
