Improved Docker Tags

There seems to be a significant amount of duplication. For example, there does not appear to be any difference between "latest_php8.2" and "php8.2". While it may cause issues for those who automatically update, the "php8.2", "php8.1", etc. tags can be deleted.

Probably of greater importance would be to add a "stable" tag which will use a version that has been confirmed to be reliable (i.e., it contains bug fixes but no new features).
