Why the tags v3.6.0 and v3 point to commit which doesn't belong to any branch ?

After recent security incident, commits like this one look "not as probably expected".

Hi @ViacheslavKudinov the commit is from this branch #585 when the branch is deleted it would show up as not associated to any branch. This wouldn’t be classified as an issue because we delete branches as soon as the PR is merged. Thanks for your vigilance

I'm just curious why not to tag commits on main.
It is in some sense a little bit "unusual" to see commits which do not belong to any branch, but were tagged.
