Right now, after a teacher approves an announcement, there is no change in how the announcement is displayed on their dashboard. It still says the announcement is "waiting for your approval."

This should be changed to indicate that they have already approved it and it is now awaiting admin approval.

Additionally, after a teacher rejects an announcement, it still remains on their dashboard. It should be removed.

This supersedes #1622
