Use cmdliner in tlapm

A preprocessing step strips out deprecated options (`-d`,
`--paranoid`, `--isaprove`, `--fpdir`) and merges arguments of options
that take two arguments (`--toolbox`, `--nofpl` and `--erasefp`).

Thanks to Damien Doligez for the preprocessing idea to keep
backward-compatibility.
