Does not work with other language

It is after load/save config, running succesfully and enter the game with adding language parameter in the Diablo2 shotcut (running from Plugy), user is not able to see any changes in the game.

Tried with another Diablo 2 instance with exactly same environment setup but running with no language parameter, all configurations are working fine and able to see the changes in the game.
