Make explicit in TODO charter the difference between a WG and a Topic.

A WG is a group or participants in the community responsible for maintaining a specific artifact/output (docs, frameworks, reference implementations, recurring deliverables)

A topic is a discussion space in the community for exploration and early-stage ideas.
To promote a Topic into a WG, there must be a charter in place that defines the mission, vision, appointed chairs, and additional roles if applicable, expected outcomes, reporting, and project workflow
Vote: Approve WG vs Topic definitions and the promotion criteria/process. If approved, open a PR to add this section in TODO charter for SC to approve and review
