Expand todogroup.org navbar

The current todogroup.org navbar has outgrown its structure and reorganizing will improve discoverability. I propose adopting the same grouped CNCF site (https://www.cncf.io/) to better organize themes and reduce link overload. The new navbar should be fully mobile-responsive.
