Config Idea extraction rate multiplier

I had an Idea for a config option for drilling and pumping. basically its a config option that multiples all outputs E.G. default is 1x 2x would be double the outputs 3x triple and so on

the idea is that you can overall buff the drill without having to make a whole new vain of ore/fluid
