Use GitHub Actions to create GitHub Pages

Problem

Currently, all HTML pages are stored at SourceForge. It would be nice to have it all under one roof.

Expected Behaviour

• All HTML pages can be accessed from tomschr.github.io/dbcookbook.
• redirect pages from SourceForge to GitHub
