Steps sometimes hang waiting for a keypress on Windows

Erroneous Behavior

During the execution of a step (at random, unpredictable) a step will hang. Often seemingly still working, unless there's a spinner or progress bar that stops. Upon pressing enter, ctrl+c, or presumably any other key, the step continues like normal.

I've had this happen during winget, powershell modules, and windows update.

Expected Behavior

No prompt-less user input required
