Option to skip Jetbrains Toolbox restart

I want to suggest a feature

I use the jetbrains_toolbox step to update IntelliJ etc.

The Toolbox itself has frequent updates (more frequent than the IDEs themselves). Toolbox updates are a slow step, as topgrade waits for an app restart (either manual or after a 1min timeout) even though it is typically not needed to upgrade the IDEs.

For these reasons I'd rather skip the restart and install IDE upgrades (if any) in one go.
