Enhance the steps granularity

I want to suggest some general feature

Say I don't want to update my oh-my-zsh setup, currently, there is no way to disable it in Topgrade, the only option that is available is to disable all the shell-related steps, which is obviously not what I want.

This issue seems to be fixed in the latest git version, please give it a try

Could also help with vim, if other package managers like Mason or TS are added (ex: what if I want to update mason and treesitter, but not my vim packages?)
