Check free disk space during data loading

MonetDB kills itself trying to COPY INTO a file or streamed data. Obviously this is stupid behaviour but the tools need to account for this.

When COPY INTO from file: check size of file and check free disk space (margin of 10 GB)

When COPY INTO streamed: check free disk space every 100,000 records or so
