interaction between metalsmith-permalinks and metalsmith-tags

There seems to be an interaction between metalsmith-permalinks and metalsmith-tags.

metalsmith-permalinks do not works well if executed after metalsmith-tags, so I had to move the use of metalsmith-tags after the use of metalsmith-permalinks.

Is there reason for that ?
