[shared:extension] Remove milliseconds from BUILD_DATE

There's no need to have millisecond in the BUILD_DATE env var and this also breaks our tests from time to time.

Proposed Solution

Formatting the date with YYYY-MM-DD HH:mm assigned to BUILD_DATE env
