Velvet Capital: fee information on the strategy `/fees` page

Goal

As a web visitor exploring details about a strategy that uses a Velvet Capital vault, I want the /fees tab to have accurate information about the the strategy's fees, including vault-provider-specific fees.

The current fees tab for a strategy that uses Enzyme vault:

Acceptance criteria

Given

• a strategy with metadata property on_chain_data.asset_management_mode set to "velvet_capital"
• and fees values set to appropriate values

1. The management fee and performance fees reflect the values specified in strategy metadata (no change to current behavior)
2. The protocol fee label is "Velvet Capital protocol fee"
3. The protocol fee value is the correct value for Velvet Capital vaults
   • TBD: what is the Velvet Capital vault fee and fee structure? Is this global for the protocol or custom per-vault?
4. When the user hovers over the protocol fee label or ⍰ icon, a tooltip is displayed with additional information about Velvet Capital fees (and a link to appropriate documentation on Velvet Capital's site if needed)
5. The process of adding additional vault providers is simplified and centralized
