Add Helm chart options and CLI args to the static configuration documentation

As said in the documentation, Maesh configuration is broken down in two parts: the static and the dynamic configuration.

The static configuration section should be enhanced to document the available Helm chart options and CLI args. For readability, we could create dedicated sub-menu items for static and dynamic configuration.
