Enable CI build with sanitizers

- [x] I have read the documentation and the proposed feature is not implemented.

### Description

Re-enable sanitizers in CI, when possible.
Currently, the sanitizers are disabled because of ASAN triggered by initializing BuiltinDialect in MLIR
