Update the release URL (for release 16.3)

I notice that the URL specified in InstallTransmart.sh is referring to http://library.transmartfoundation.org/release/release16_2_0_artifacts.

Should it be changed to http://library.transmartfoundation.org/release/release16_3_0_artifacts?

well the error is already present. The install script doesn't work with it. It's pretty simple to correct.
