Update Python project files

Currently, there are setup.py, setup.cfg and pyproject.toml files. Put all project description to the latter.

Note: in the workflow ./github/workflows/python-app.yml, the dependencies are installed manually. Instead, the installation process should rely on the project description from pyproject.toml.
