Can you disable bower?

I would like to prevent bower install from running as I don't wish to use it in my project.

I do however want to run npm install and gulp etc.

My request is similar, so I am adding it here. i apologize if this is not the correct place.
I would like to be able to skip npm install and bower install. I have different profiles set up in my pom.xml for different environments, but I don't want to run npm and bower installs every time for each environment. I would then run the npm and bower installs only once, and then only run the grunt tasks for the other environments with this plugin.

An alternate solution is to change the bower and npm defaults to something quick and benign (like '--version') using something like:

<npmInstallArgs>--version</npmInstallArgs>
<bowerInstallArgs>--version</bowerInstallArgs>
