[Feature]: Value Formatter for x-axis #1078

What problem does this feature solve?
This feature should allow us to modified x-axis value same as how valueFormatter method does for y-axis
What does the proposed API look like?
example: Suppose if i have price:20 and i want to show this as $20 in x-axis
