Update thirdparty components and runtime libraries

1. Lobe 0.6.2 supports Python3 up to version 10, but is compatible only with TensorFlow (not a tflite)
2. Tflite builds are missing for Windows platform (only manylinux is provided by PyPI)

The app should be upgraded to build with Python 3.10+ for GNU/Linux and macOS.
