Planning for releases 16.2 and 17.0

Let's track on-going work for the upcoming releases.

Release 16.2 -- Last release with Epetra

• ROL: Begin migration of PDE-OPT examples to Intrepid2 #14391

• [WIP] Tpetra: Add CRS Singleton Filter #14109
  • Got it working yesterday! Working through PR passing.
• Trilinoscouplings: Implementing the Rebalance_LinearProblem transform using Tpetra and Zoltan2. Update test as well. #14580
  • Need to touch base with Ernesto.
• Release notes for 16.2 #14625
  • Areas leads to fill in, and touch base with packages leads.

Release 17.0beta

• Draft: Remove deprecated packages only #14637
• Create archived packages.

Release 17.0

• DRAFT: Upgrade to C++20 as minimum (and default) standard #14390
  • Images ready soon! (~Nov. 18th)
• Kokkos Ecosystem pre-test 5.0.0 #14666
• Tpetra, Ifpack2, MueLu: Remove deprecated code #14587
  • Other backward incompatible changes.
• Stokhos refactor for Kokkos 5.0
• Potential removal of the gtest package #14645
  • Sam will handle this.
• TriBITS: Upgrade minimum CMake version to 3.28 or newer? #13548
  • Will talk with apps if 3.28 will work.
• STK uses an interface that changed in Kokkos5. Kokkos Ecosystem pre-test 5.0.0 #14666 (comment)

Can I add a 17.0.beta for an interim step where we only remove the deprecated packages? Then push all of the other stuff prior to 17.0 proper. The thought here is to have our cake and eat it too: we can keep our promise of not breaking backwards compatibility except at major (i.e. 16->17) changes, but also provide a "release" that allows any customer that wants to confirm compatibility between 16.2 and 17.0.beta with the ONLY change being the removal of deprecated packages.
