iceberg.hive-catalog-name does not redirect Procedures.

Steps to reproduce

1. create a hive table (db_name.table_name) with hive catalog
2. create iceberg catalog with hive-catalog-name to hive catalog
3. run CALL system.sync_partition_metadata('db_name', 'table_name', 'FULL')
