Remove system library limitations from README when published

With some recent commits to PA, these limitations around libb64 and libcudart can probably be removed once published in a release: https://github.com/triton-inference-server/triton_cli?tab=readme-ov-file#additional-dependencies-for-custom-environments

• Remove libb64 dynamic library dependency and add source to build perf_analyzer#148
• Remove unnecessary linking of CUDA Runtime library client#798
• Convert cuda runtime dependency from dynamic linking to dynamic loading perf_analyzer#152
